The semester break is a convenient time for families to move.

We do not plan to lock in protesters. We don't want a protest to turn into a more significant safety issue.

We go in March and April, when it's pretty cold and miserable there (in the East and Midwest). We talk about how great a place the Valley of the Sun is to live, and that's a big draw for educators.

There are no free passes. If they choose to do this, it is in violation of the rules, and there will be consequences.
